Is it 13 or 14 September?
Both dates are in circulation this year, and both are correct. They follow different rules.
The udaya tithi rule gives 14 September. Hindu vrats are normally fixed by the tithi present at sunrise. Tritiya begins after sunrise on 13 September, so the 13th does not carry the udaya tithi. Tritiya then runs through the night and ends shortly after sunrise on the 14th, so 14 September carries it, and that is the date printed on most panchangs, including ours.
The pradosh-vyapini rule gives 13 September. Many families, particularly in Uttar Pradesh, Bihar and Madhya Pradesh perform the main Hartalika puja in Pradosh Kaal, the twilight window after sunset, when Tritiya is fully running. On 13 September Tritiya is present through the whole evening; on the 14th it has already ended by mid-morning. For these families the 13th is the day.
What to do: follow whichever your family has always followed, and do not switch dates part-way through a vrat you have already begun. If you are keeping it for the first time, ask the elders in your family rather than choosing by the calendar.

On the third day of the bright half of ’Bhadrapada, Goddess Parvati made a Shivalinga out of her hair and leaves. Impressed with her dedication, Lord Shiva gave his word to marry Parvati. Eventually, she was united with Lord Shiva and was married to him with her father’s blessing. Hartalika Teej Fasting Rules: Why the Vrat Is Nirjala
Married women observe nirjala vrat in which they neither consume food nor drink water throughout the day.
